OMA Commentary in 2006, still relevant today?

In 2006 Rem Koolhaas wrote a critical commentary about his competition entry for an "anti-iconic" tower in Dubai - we find the article still relevant today beyond Dubai. Was he joking? Was he serious? You be the judge of which building stands out in the middle of the architectural icon "noise".  

Here is an excerpt: "The ambition of this project is to end the current phase of architectural idolatry - the age of the icon - where obsession with individual genius far exceeds commitment to the collective effort that is needed to construct the city..........So far, the 21st century trend in city building lead to a mad and meaningless overdose of themes, extremes, egos and extravagance."  More
